PJ grew up in a large Irish Catholic family in Towson, Maryland. He attended public schools, participated in scouting, and was a competitive swimmer for 12 years. He is a graduate of University of Maryland, College Park and holds a Master's Degree in Business Administration from UMUC. PJ currently works for the federal government and has worked for various cultural and academic institutions in the DC-metro area.

PJ and his husband Nick have lived in Prince George's County since 2005. In 2011, they relocated from Greenbelt to their home in College Park. They enjoy walking their two dogs on local trails, gardening, biking around town, exploring local restaurants, and taking advantage of the University of Maryland's Campus Recreation Services. PJ takes pride in his community, enjoying local farmer's markets, volunteering for Good Neighbor Day, and attending St. Andrew's Episcopal Church.

PJ believes that College Park is at a pivotal moment for change. The City and University are working closely together to redevelop the downtown and surrounding areas, attracting new businesses to serve residents and visitors to our city. Subsequently, College Park is poised to become the quintessential college town, an attractive place for families and young professionals. By building networks through social media, community events, and increased civic participation, the residents can enhance College Park's social and recreational appeal as an engaged and well-organized community. Altogether, these elements will result in a more vibrant, modern, and attractive environment for those families and professionals to call "home."
